Project Coordination & Monitoring Unit Planning & Development Department

Project Coordination & Monitoring Unit (PCMU) has been established in Planning and Development Department Government of Sindh to deal with day to day coordination and monitoring activities of the Sindh Water Sector Improvement Phase-I Project (WSIP). The Unit is fully functional since July, 2007 with professional staff appointed from the market through competitive and transparent process. The unit is headed by a senior level (BPS-21) officer comprising of following three wings / sections for providing advice/help to Project Coordinator in implementation of the project:

  1. Monitoring and Evaluation Wing: The wing is headed by Director (M&E) with terms of references dealing monitoring and evaluation of the project activities and supervision of the Environmental Management and Social Action Plans through M&E Consultants appointed under the project. Follow up for timely implementation of critical actions by various executing agencies. The wing has professional staff in the field of agricultural economics, hydrology/irrigation & drainage, environment and social issues. 

  2. Coordination and Water Management/Engineering Wing: This wing is headed by senior irrigation professional as Director Coordination and Water Management/Engineering with technical professional staff of irrigation/drainage, MIS, GIS, procurement/contract management and legal expert. The Directorate is responsible for project coordination activities and to coordinate with FAO Team appointed under the project as Project Management Consultants/Agent (PMCA) with responsibility for recruitment and supervision of all project consulting services and recruitment of project staff.
  3. Administration and Accounts Wing: This wing is to take care of administrative affairs of office including HRM, financial management, accounting/budgeting and audit affairs etc and also arrangement of meetings /visits of the senior management and donors.

Project Steering Committee has been notified by Government of Sindh under the chairmanship of ACS (Dev.) P&D Department for providing policy guidance and settlement of issues/problems being faced in implementation of the project. Being secretariat of the Committee, PCMU arranges meetings of committee on regular basis with responsibility of preparation and circulation of agenda, working paper and minutes of the meeting. In addition arranging review meetings with project implementing agencies on regular monthly basis to review the project implementation activities and playing its role during the visit of the World Bank Mission. The unit is fully involved in selection process of project staff as well as consultancy services and obtaining approvals from the competent forums and also providing feedback/input on the different project documents produced by the consultants.

The Unit is a responsible for carrying out project monitoring and evaluation studies and supervision of the overall project environmental management plan as well as subproject specific level environmental and social plans through an independent consultant appointed under the project.

Monitoring & Evaluation Consultants, M/s NESPAK in association with M/s. TEMELSU Turkey and M/s. ACE (Pvt.) Pakistan is working as M&E Consultants under the contract agreement signed by PCMU and M/S. NESPAK on 19th December, 2009. The M&E consultants are reporting to PCMU as client of the consultants on updated implementation status of the project as well as the project impact and findings of various evaluation studies. PCMU is managing technical assistance and trainings activities as per provision under component E2 of the project. The details of training activities have been provided separately at training section. Moreover, the FAO Team deployed under the project as Project Management Consultants/Procurement Agent (PMC/A) is also based in the PCMU.
